Mql4 reading from extern files in Arrays

I Working with mql4. I have made an Expert Advisor by myself. But now i have tried to reading Files and writing Textfiles. Both of them failed. I am not shure where ist the failure, it can be i think the File i was tried to read. The Program can open the file, i have a positive Handle. But Reading in a Array failed without Errorcode. I Will have a file (later some files) with some Lines written (The Count of Lines is not known, i need to read the complete File to know how much Values i wil become). Every Line should be standing at end in an String Array Line by Line. I give my Try Code and also a Testfile. The Values inside the Textfiles has also reading as a string. The Convertation i can do later by myself i think.

Important is only reading that file in a string Array and also important for me is to write Strings in a Textfile.

The Format inside the File is as example:
"RSI_Period: 14", Next Line: "Anzahl Perioden: 15".

I hope you can help me. because this function is important for my Expert Advisor

thank you for you help. please excuse my english, i am german. It is also possible to work with Teamviewer if it can be a problem with my Computer (Folder or File Problems). Because the Money you need say what you will become for it completely.
