Moodle 1.9 Export/Import Tests

I get a message that a path cannot be created, when I try to export tests in Moodle 1.9. I get the following error:

ERROR: Could not find or create a directory (/var/www/vhosts/???????????.com/httpdocs/moodledata/18/backupdata)

I would like to copy tests from one course to another. I would need moodle to be configuered that this becomes possible and short instructions as to how this is being done.
