Modifications on a php site

easyreg tellers collect the form from the customer and enter the customers details.
When it gets to the verification, they enter the confirmation number and the total amount.
The system verifies this as usual, registers it to the vehicle registration it is being used for and then deducts the amount of the product from the amount paid in the bank and states the balance on the system for the easyreg teller to know.
The easyreg teller now continues registering all the products on the receipt one after the other and the system keeps deducting the amount from the total amount on the receipt. when the amount is now "0" the confirmation number cannot be used again to process on the platform.

Inventory:
The Overall Admin account:
1. The overall admin (admin.php) should be able to create locations:
Form for locations shall contain these; "Name Of Location" and the submit button shall read "ADD"

2. The Overall admin should be able to create or add offices to the locations created:
Form to add offices shall contain these;
a. location (a drop down to select the location)
b. Office Address
c. Name of MLA
3. The overall admin should be able to add plate numbers;
Form to add plate numbers should contain these;
a. Select location
b. select MLA
c. select number of plate numbers to add
d. Type the numbers of the plate number one after the other (e.g aa777bb, uu888uu, pp00uu etc)
e. "ADD"
When a customer comes to register a number plate, the teller logs into the platform;
From the normal Tellers account
1. Clicks on "Number Plates"
2. A text box appears just like when vehicle license and the others are clicked.
3. Teller types the number on the number plate and the system .....
