Menu Design - Using AllWebMenu and JavaScript/CSS/HTML

I have a very detailed explanation and graphic description I am attaching to the job/bid. My one main concern is that however the menu is designed, I need it to be able to very easily edited. The menu will change often and the changes will be done in-house. We currently are using AllWebMenus Pro and believe they work seemlessly with JavaScript. We would like to get this all accomplished the most easy way possible. Please see the attached file for the detailed explanation.
