Managing forms per user

I need a system where a user can login and is taken to his specific page. On that page there is info important from a database (id, name, age, comment) and the user can add messages with a date and text. He can search all the messages based on keyword or date or author and do sort on date or author of the message. Users with administrator permission can see all pages and can put also messages on specific pages or all pages at once.
