Magento Developer Required for General Bugs on Candle Website

Need a developer to do the following changes on our Magento website tomorrow.

If someone buys from the EU or abroad it removes the VAT which the client doesn't want to happy so they have to pay the VAT.

Since selling overseas I have also realised that my courier, Royal Mail, will only post to Europe and the Rest of the World a max weight of 2kg, can we include this calculation in the checkout stage, everything already has a weight to it?

This would also prevent the customer paying far too little on postage charges, I have had to cancel a few orders where the customer has paid too little postage for the weight of items being sent.

I am wanting to take the Free Post off the 10 for 10 offer and the 10 for £16.
This will mean removing the Free P+P signs we have on the banners and on the sale pages of Tarts and Samplers (Which we will supply) & Removing the Checkout Rule

I have noticed a slight glitch in the postage pricing system and I think I know what the cause is, a few customers have complained that when they spend say £26 they are not receiving Free Post, I think you may have the Free Post set for £25 ex vat which equates to £30 in reality for the customer.

If this is the case we do not need to alter the calculation, could we please instead change the Free post to orders over £30?

Also I have a "Yankee Bear" which I recently put on the site, I am wanting to offer this as a Free Gift for orders over £60.

10 for 10 (Tarts) and 10 for 16 (Samplers) discount not working correctly anymore.

Banners on homepage needs replacing with supplied banners. Side Banner on inner page also needs replacing which will be supplied.
