Review and outline the necessary updates and costs that would be required to update two Joomla 1.5 websites to version 2.5, one of which is fully developed and with an extensive range of content the other of which has been developed but without content yet added. Dependent on the costs involved, and the relationship that has begun to be developed between both parties, implement fully the required upgrades on both sites.
