Javascript Shell Game with HTML 5, CSS3, jQuery and PHP

Kind of development: New website from scratch
Description of every page/module: I would like to get a smart-site Shell Game developed along with a leaderboard, login/registration and scratch cards. The game would be based on a coffee cup shuffling;, example: http://1.s3.envato.com/files/85536315/index.html

Modules:
User login/registration system
Scratch Card with results system (win ratio or magic time settings, should be able to change this in the configuration file, only appears once for each user)
Shell Game with Leaderboard
Coffee Round (user adds multiple names of their friends and spins the list, the animation will stop at a random name and next screen would show the winners name - no data is saved for this)
Static Information Pages
Admin dashboard not required*
Description of requirements/features: Site Requirements:
Responsive HTML5 and CSS3 framework, optimise to work with all smartphone resolutions.
Smooth transitions and animations with jQuery.
Database Driven Leaderboard, Login/Registration.

Shell Game Requirements are as below;
4 levels: Easy, Normal, Hard, Very Hard..
Easy to configure the amount of shell movements and speed of shells for each level
Random shell shuffling.
Extra notes: I will only consider the candidates with good ratings and experience. Please provide a portfolio or links of relevant work examples. All the designs will be provided later in a layered PSD along with a Brief, please don't request for those yet, as I will only send those to applicants who meet the criteria.

The successful candidate will have the opportunity to work with me on 2 more shell games over the next 2 months; which will simply replace the Coffee Cup Shuffle Game, the games will be discussed at a later time. Also there will be more opportunities coming as I have quite a few projects in the pipeline.
