INDEPENDENT_Experienced Developer needed for Bespoke/Custome CMS tweaks!

I am looking for experienced webmaster, specifically independent individual!

I have a Custom CMS developed but i want to make it multilingual so we can add and manage multiple languages to show website in multiple languages.
I also need some other Changes which i will discuss with right person.

I will have many opportunities for capable independent individual.

I have had bad experiences with people who call them as "COMPANIES" but are unable to meet requirements and at end cancelling the project. That's why i am only looking for someone who is independent and can work quickly.

As mentioned before, there are many small changes and tweaks needed in current CMS and website.
So there are 2 parts;
1- Making a number of changes in current CMS. should be small to medium for right person.
2- making multilanguage functionality feature.
