I need arduino code written to control a neon light power supply using PWM

I am looking for someone to help with an art project that uses Arduino to control neon lights.
The neon lights are powered with a power supply that can be connected to an arduino. I need to be able to adjust the light levels of the neon lights using PWM remotely eg. from a distance.
I need a web-based interface where I can type in the desired brightness of the neon tubes (eg. 20% of total brightness) and have this be communicated to the arduino in real-time so that the light levels can be controlled remotely.
