I need an overview of how to build a native app like Local

Hi,

I am setting up my own hosting service and want to create an native application like Local.

I need a quick overview of how it:
- Spins up a server that works on all os's
- Spins up a database that works on all os's
- Logs in to WP Admin without a password

I also need to know what would be the best language to program it in, could it be done in electron?

Any other information would be great.
