I need a SOAP or Restful based application made

Description of requirements/features: This is a very basic task that needs to be done. I have an XML file that contains a series of car information (will grow bigger within time). I simply need a SOAP or Restful based application or page where:

For Example, a user types in "Toyota Corolla Bumper" for example, and it will get that information from the XML document. It will also needs to be output in raw XML format. Doesnt need to be fancy, it just needs to be a simple page which i can link into my current page. Ideally it can be done through PHP or/and AJAX.

My requirements are that this needs to be done no later then 6pm on Saturday 18th January. I am available to discuss this via facebook to discuss this.
