I need a programmer

Hi,
Attached with this email is the list of rooms on one level in a labour camp.

Some tenants are scattered over on different levels. As you can see in the attachment, we have the same company (Dome) on different levels in different rooms on one floor and a separate floor. If we want to get them together or do shifting to other rooms, the empty rooms where we want to shift must be shown for us to continue with the shifting. After shifting is done the vacant rooms of the company (Dome) must be shown and the new where they have shifted must be showing as occupied with the company name. Similar shifting is very common and we basically need a program to execute these shiftings. I need drag and drop option, when I move the old ones to a new location it should show clearly and then reverse.
