I need a management software for taxi fleet that runs on android and iphone

I need a software linked to android and iphone apps that manages fares,shifts,rotas etc
Basically ehat i need is is an
Expediture and Earnings apps
I need it tonbe ready in 2-3 weeks
More details what i need
The app
App will be used by taxi drivers
Needs login with user and password
Then put in infos for starting shift like
Car reg,starting miles(also needs to log hour and location of every stept)
Next stept is after they complete a job
The app needs to ask
1: 2 options account job or cash job
2:fare
3:job id(this is not mandatory and can be updated at the end of the shift)
4 discounts (-x%)
5 tips
6 petrol spend
7 others expenses with posibily to write(parking,tyres,washing etc)
After that at the end of shift they need to put in milage,update jobs id(also a reminder to check job count )
Will be very good if from the webserver i can track them l,see where they are and how fast are they going(like a fleet traking app)
All these data needs to go on webserver
The web server
Needs to loog everything,also milage,speed,way of driving,provide raports for cars,drivers,hours worked,cash or account money take in in or expense
Also antoher section for rotas so every driver can add from app what shift will work and what car
Ability to mail rapprts from the webserver
That in general but small thinks will come on the way
