HTML functioning Spin wheel

General information for the business:

I need a spin wheel with the clickable choice.

Description of requirements/functionality:
A html script for spinwheel where I can hyperlink the decision/choices to other pages.
For example, I have found a wheel in this website - http://wheeldecide.com/, However, the choices cannot be clicked.
Also I would like the followings:

- this arrow tip overlapping at the bottom for choice (http://uploads.im/NplvO.png)
- click on the arrow to spin
- title on the top of the wheel
- segment with light colours (i can add colours myself if not sure)
- ability to add diff choices via coding
- selected choices by wheel should appear on top of wheel OR on side of the wheel
- each choice should be able to hyperlink

Please let me know.
Specific technologies required: html, jcquery, css
Extra notes:
I don't mind using the wheel from a free website, but it would be good if i could manipulate the spinwheel myself. So I'm only willing to pay £30 for this script. Please contact me if you can deliver this request, thank you.
