Gravity Forms single dropdown select list

Hi there. We have a website that sells about 32 training classes. We are using WooCommerce together with Gravity Forms, and we need to create a set of Dropdown selection tools that work across all of the forms. (Currently, when we add a variation, we have to open each form separately, and it's very time-consuming).

The training pages have two parts. The first is in the WooCommerce Products. Gravity Forms takes over the bottom half of the page with a corresponding Gravity Form.

We also need a place in the Wordpress dashboard that a low-skilled secretary can add a water system to all of the forms at the same time with minimal training. All of the forms will ALWAYS have the same Counties and Water Systems.

We have 30-35 forms that all have the same Counties and Water Systems. When a secretary adds or deletes a choice for the Water System or county, she has to do it in about 40 places. We'd like to have one place on the dashboard to do this.
