Google Chrome Plugin to popup specific iframe

Description of requirements/functionality: Need a google chrome programmer who has proof of previous google chrome experience

Who can create a compatible plugin that can link to a iframe box that will be at a set width that users can visit my websites which is mobile friendly so will fit well within a small frame.

They will be able to click a button for the box to pop up in the browser window area ontop of the existing website they are in. It will store there current location if they move to another tab or close.

They will also be able to move it around the website view

The frame must always be on top of the website they are visiting.

Similar to the effect of using desk pins to pin a notepad on top of the chrome window

The plugin will link to a default url on standard opening where the user can login
