Functions to use in VB6 to read out, check & change WIFI-conecti

I need the possibility to
- read out all stored WIFI-connections
- check this for status, signalstrength an activity

optional:
- change the active connection,
- delete no longer needed connections and
- add new connections with known NetworkName, Password and other parameters

This MUST be useable in VB6
So it should be written in VB6 !!!! NOT VB.NET, PLEASE!!!!!
Operating system is Windows 7 SP1

For the basic-functions the budget is $100,-
For the optional-functions another $100,-
