Fixing a program related to Arduino and Loadcells

I used a freelancer on PPH to make a system (including a PCB) that allows the reporting of weight of Multi channel digital load cells through USB protocol.
The software that was used to allow the process is called SCALE.EXE. The problem now is that I'm not able open the software on my computer and I'm not able to make the system work (i.e. I'm not able to make the loadcells report the weights on them).
I have the design files of the PCBs and the whole system. I need 2 things please:
1- I need help in making the system work again (I can send all the files and photos of the final device, designs and all the details, and I need to get this device back to work again). And I also need another reliable reporting software/App other than scale.exe since this app is not well-known in the market and the last version was in 2014.
2- After we get the scales connected again and the reporting system working fine, I would need to develop another software that allows working with the data we receive form the device (loadcells) i.e. the weights on each of the loadcells would reported to the computer, and then those results need to be worked on in this way:
Let's consider that we placed 5 items/pieces on 1 of the loadcells (X) (each 1 item/piece weigh 10 grams) the loadcell X will report 50 grams to the computer and the computer will deduct the total weight (50 grams) by the weight of 1 piece/item (which is 10 grams), in this case, a voice file would be played by the computer: there are 5 pieces on Loadcell X. If I place 3 pieces on loadcell Y (30 grams), the computer will tell me that there are 3 pieces on Loadcell Y. The reporting should be in real time. Don't worry about this, I can send you the logical flow chart and you can just program it as designed.
