Find me a bot to administer Telegram group (READ..........)

I have an issue with russian screen named bots auto joining , that posting over 24 hours later to avoid my >24 hour membership for posting links current bot

I require a bot that will:

1) Prevent any new user from posting ANYTHING until they have been approved
2) Automatically remove the Telegram 'User X has joined the group' message

I am happy for this to be a pre existing bot (as long as it is either freeware or VERY cheap), so long as you are capable of giving full details of how it is set up on the group - payment will not be given until it is functioning as described above
