Extend existing web app functionalities

For the existing Sneebel Sense website (sense.sneebel.gr) I need the following:

HTTPS (Let’s Encrypt, auto renewal)
Role-based Access Control (Admin, User)
Admin manages users, orgs, sites (thresholds) and static pages content.
Admin has access to the admin dashboard.
2-Factor Authentication (OTP via Email)
Google Recaptcha (Registration only)
Notifications sent when thresholds are met
Static Pages (contact us, privacy policy, and terms)
Migrate existing emails to “Amazon Workmail”
Email Templates (Notification emails, what else?)
Add Cleanup Policy
(NEW) Backup your data
