Dynamic Download URL generator script

Hi there. Im looking for a relatively simple script to be created.

I have a MySQL table with a bunch of files URL in there. a column called 'URL' contains a string, basically "http://Server1/file1.bin,http://Server2/file1.bin".

I would like a script which can read these files and display them all in a list. If i need to provide a direct download URL for them, i could click a button which will generate a unique download URL for the file which expires after a time that i can define. Being able to define this one time in the script code is sufficient.

I would like a record of all generated links to be stored in a new MySQL table too, ideally containing the One-Time URL itself, the time/date the link was created and the time/date it expires.

I have tried following this guide which mostly works, but seems broken on php version 8 and MariaDB. I am happy for whoever takes the project to use this project as a base as i like the way it functions. The ONLY downside to this script is i need to upload the files separately to a folder for the script, it doesn't seem to be able to reference where my files are already stored and i don't really wish to duplicate hundreds of GB's of files on my server.

If adapting it is too hard, at least try to use its relatively clean and simple style.

For reference, the script itself will NOT be public accessible. It will be used by me to generate links to provide to people.
