Develop simple speech-recognition Java Android application (to test the concept).

This is a test to evaluate cost, speed and quality. If successful, there will be several other requests for Java Android applications like this one.

Java Android application requested is simple: just recognize series of audio utterances using off-line Google Speech Recognizer, each with a fixed-format number, and store in file. Attached is a one-page spec with wireframes. Can probably get 80% of the code from GIT or other tutorial source - the purpose is to investigate if we can build quick productivity applications for internal company use.
