System for Certification audit administration, and documentation Exchange

Objetive:
The purpose of the system is to provide an easy way to exchange information for a personel Certification Audit process, to easy scoring, locate and report key information about the process

Provider of this service must sugest the easier approach to solve every aspect of this job: type of db, hosting and storage service, pointing to those services, outside this job that require fees
It is required to be a web app so we can embed the forms and reports in an existing web training system (Thinkific.com)
Every forms and reports must be written in spanish, we can provide translation for all the lables and comments.
The system is not for comercial purposes (it is for internal use), but we want to keep the right to provide it to other organizations, so a login system with basic privileges is required (admin, candidate, auditor)

Description:
Admin from the certification agency setup an account for an individual (candidate) who is working for an employer, so he can fill fields and upload documents that proves their experience and other aptitutes (trainning and medical reports). Those information and documentation is verified by the Certification auditor who is in charge of review the medical reports, evidence of trainning, and the content of inspection reports that demonstrate in field experience. That verification allows the auditor to update the progress of the candidate in the Certification process (satisfying one by one, every requisite, and acumulate hours of experience, like credits) and, on the other hand, to provide feedback to the candidate so they can improve their skills (this feedback would be something from a few lines of text, to several paragraphs of explanation.
When the process is satisfied, admin is notified by auditor to issue a Certification, document and close the process.

It is expected to handle no more than 100 Certification processes per year. Every certification process would handle no more tan 20 documents (xlsx, doc, pdf) and text, number fields, as is describe in the following raw documentation.
The flow and descriptios of forms and reports are presented as an example. It will be apreciated every suggestion to make it easy, non expensive and better.
