Create custom text-only emails quickly in MS word/other software based on templates

Problem: I have a small sales team that spend far too muc time writing emails from scratch or copy/pasting emails to create a "custom email". They sell tuition to students to help them with their university application.

I would like a system developed where:

1) User selects a dropdown list from "Student subject"
2) Depending on the results of this, the user is asked another question e.g. "Product being pitched"
3) Depending on the answer to this, the user is asked "Student Name", "Student sex" and a few other minor details.

Then the system creates an email for them based on all this information which they can then copy + paste into their email client.

The idea is that it will save our sales team lots of time. We need to:

Be able to edit email templates
Be able to create/delete templates
be able to change fields

Ideally the system would be something built in MS word. I am not keen on solutions that require a monthly upkeep
