Create a folder with description from Jenkins Pipeline

I need someone who specializes in Jenkins CI/CD pipeline. I need pipeline code - either declarative or scripted - that will create a folder in the Jenkins UI with a description. I will also need code that will add users to an existing group in Jenkins. The parameters the script will take are FolderName, Description, Group and Users.
