Convert php core app to codeigniter + make some changes

We would like to convert this http://codecanyon.net/item/employee-work-schedule-multicalendar/10545683 (or build one from scratch) scheduler app script written probably in core php to codeigniter . we wish to complete the project before 1st Jan 2016.
its a scheduler app and we would like to merge this to a project management app built with codeigniter.
I'd prefer Chandigarh/Mohali (so we can personally meet daily to track progress and make changes) based full time developer who can devote daily time at least 4-5 hrs to this app development/conversion.

Experience - must have good codeigniter framework working experience 1-2yr

Must be able to devote daily time 4hrs- 5 days week at least. I can hire monthly basis for $200/mnth
