Convert Excel Counifs to Pyhon code + change existing Py code

I have an existing Project. Excel formulas were converted to Python code. Python does all the work and displays only the results of the calculations in Excel.

* I need to get Excel Countifs formulas converted to Python code using the attached Python file. Only the results of the calculations done by Excel should reflect in the Excel sheet.
Basically the same hasalready been done in the Python file but using Sumifs and other formulas. So, the Dev who takes this will already have good reference what to do and how to do it.
The Countif results should only display digits >1 or <1.

* In the output Excel sheet I need to insert or delete columns and the calc output from Python must "move" with the last column. The current Python code is hard-coded to place the output in a specific cell in a sheet. Remove the hard-coded cell ref and change it to a more more variable cell output.

In all of this SPEED and RELIABILITY are the most important.
Code execution must be fast and reliable and work first time every time.
