Convert C++ classes into Cython

I need a C++/Cython coder to convert some C++ classes/functions into Cython. The ultimate use of these conversions is to import and use them in Python.

I've had difficulty using some wrapping tools and Cython seems like the best alternative. If you feel that there are better ways of doing it, then I am also open to suggestions.

I have attached 2 C++ classes that need converting (in Price_Permute.cpp) along with some helper functions (in RAND.cpp). Thanks.
