Consolidating database of administrative polygons for Spain

We need a GIS specialist to consolidate the administrative polygons for every level for Spain: Country, Autonomous Community, Province, County, Municipality, District, Neighborhood, Censal Section, and Postal Code (País, Comunidad Autónoma, Provincia, Comarca, Municipio, Distrito, Barrio, Sección Censal, y Código Postal). With plus if it also includes Sanitary Zoning.

The polygons should came from official sources or OpenStreetMap.

The format should be GeoJSON or ESRI shapefile, including the geometry of the polygon, the official ID code, and the official name (text). In addition, an extra table should include the relation between polygons in the same level (neighbors) and with the other levels (hierarchy/overlap) with ID codes and names.

Polygons will require specific modifications to be disclosed during the project.

Once Spain is consolidated and if the result is successful, we will need in a future project the equivalent database for Portugal, Brazil, Switzerland, Qatar, Kuwait and Malaysia.
