Compile source code with patch programming C++ java coding (legal license!)

Extra notes: I have a version of mameui .139

I would like to patch the source code with the .diff file. I have the extracted source code of mameui32 and would like to recompile it with this .diff file. There are some automated tools but I cannot seem to get it work.
