The ANUGA (hydro) software is free and Open Source (on github) It is a "Shallow Water Wave solver" in 2 Dimensions on a flexibly sized triangular grid. It currently can model flooding very accurately, but does not have a capacity to model a piped network within the model. The EPA-SWMM code is now available through PySWMM and is also open source. It is a well known 1D piped network model. This project aims to provide a link between the 2D overland flooding model and the 1D piped network model. There is a good discussion on:

That describes what is required. At this stage a proposal is sought from anyone with sufficient Python Skills to tackle this.
Im hoping to see some comments that proposers have looked at PySWMM & ANUGA and provide some comment on what they believe is involved in merging these codes as explained in the above.
The critical issue for this task is to ensure coding is done with the level of Numerical Accuracy that the ANUGA & SWMM models require. These are both hi-level precise Numerical codes.
