Coding c++ arduino

Dear PPH Seller,
I need to complete the development for the program for an environment station based on Arduino Uno.
The Station has this functions:
- misures relative humidity RH and temperature
- Show the related color by and RBG led
- display env data on cycling panels
- feel the presence of someone in front of it, by an infrared sensor and react switching on light display.

There are issues when the light is switched on and arduino has to manage time, I'm stocked on asynchronous behavior of PIR sensor, reaction, panels display and light of the display.

Two possible solutions:
1) develop the current code, solving the time management related to display/pir sensor/data display
2) port the current code to a state machine based on this automation state engine code generator http : // www.wolkendek.nl/atm/index.php
