Code a website on wordpress (PHP/Jp experience)

Hello, I have designed a website for wordpress with a set menu, quite minimal, and I need someone with PHP and Js experience to twick the code, so it looks like I designed it.

In the specific:

1) load the content onto wordpress, set it up, etc.
2) select a theme, possibly free, the closest to the design I want to have
3) twick the theme (here I need someone with good knowledge of PHP and Js), so that it looks like I designed it,
I can provide PDFs and explain the behaviours, but it shouldn't be too hard.

Ideally I would like to get it done by the end of this week.

Please send quotes and how you would like to approach this.
