Changes to layout and copy on website

I am updating my website and need help with the following:

1. Changing layout of homepage and adding a picture (we have a design (attached) but would like to see minor variations and to select from the best design).
2. Changing copy to 6 internal pages
3. Creating 4 new internal pages with same template as others but new copy
4. As part of homepage layout changing "ask a question" box to make it smaller but make it pop out and become larger when clicked on.
5. Move two graphics from homepage to two of the internal pages
6. Change colour of question box
7. Insert several videos into one of the internal pages.

We would like the work done ASAP.
Please indicate how many hours you expect this to take.

Ideally I would like to find someone who can go on to doing more structural projects to the back end of the site.

8. Master page concepts
9. Generic handlers
10. JavaScript
11. inheritance in all areas including but not limited to master pages, class's, base page class, nested controls etc
12. excellent demonstrable diagnostic abilities
