C++ Boyer-Moore Algorithm

General information for the business: I am student looking for help with my assignment.
Kind of development: New program from scratch
Description of requirements/functionality: I need someone to write a Boyer-Moore algorithm in C++. Required features of the program are:

1) The input (text and pattern) for use by the program must be from a .txt file. You can use w/e input you wish for testing, there is no specific input file.
2) The output must show whether the pattern exists and where it is located in the inputted text.
3) For text with less than 60 characters, the output must show the pattern matching process for each step.
4) Program must be able to run for best, average and worst cases properly.
OS requirements: Windows
Extra notes: So you are free to implement the Boyer-Moore algorithm as you see fit, obviously it needs to work on its own (be able to search a text) then add in the features mentioned.

I am also open for negotiation on the price, my given budget is just an idea.
