Bluring an IP address Automatically

The world needs this tool, but ultimately we do for some video work. We need a process or a bit of software which will blur out pixels of an IP address automatically if it detects any IP addresses (block of numbers x 4 in succession with dots) which does not start with 10. 192. 172.

I assume that this is going to be a photoshop script / code object or a macro or something for another app.

Im happy to pay people minimum a day just to run through an existing process that they know would work. This could be an ML / AI project or it could be just a macro developed over another app.

Either way we have a ton of videos we need to get out publicly and need to blur out the IP addresses.
