Asp.net blazor File uploader algorithm

I need a High performance asp.net blazor File uploader algorithm that can upload multi gigabyte large files with:
Cancelation Tokens, Chunking with resume and retry and backout policy.

Examples in attached files. Chuncking status and transfer percent and MB / KB should be shown to user.
It must be able to cope with 500gb with a max of 3 uploads at a time. All settings and parameters must be in a Settings.JSON.

You must write high quality production low with low defect rate.
Document code written with clear concise comments,
The code should be high performance.
You will integrate the algorithm with my application
You will add logging to a azure blob table.
All files uploaded to azure blob storage would have GUID+File
