Arduino program

Hope you are well i need a custom Arduino program that is connected to the following:

1: 2 digit or 4 digit 7 segment display
2: 2 switches
3: 1 latching relay
4: 1 keyboard encoder
5: 1 break beam sensor

I have attached a diagram and flow chart of what i want to hopefully make it easier to understand.

I have the keyboard encoder, switches, & led switch. The encoder waits for either a button press or a pwm pulse signal.

I dont have the 7 segment display or a break beam sensor yet, advice on which you recommend would be useful. I have used the 7 Segment display TM1637 in the past

The program needs to increment a 2 digit or 4 digit 7 segment displays with 2 buttons. Button 1 increase 7 segment by 01 button 2 decrease 7 segment by 01.

I want button 2 to only be active when the 7 segment reads 01 or above when its active turn the LED inside the button on to show its active. When button 2 is pressed i want it to decrease 7 segment by 01, turn on a latching relay and send a switch press signal or a pwm pulse to an encoder.

The break beam sensor is only active when the 7 segment reads 00. When the beam is broken and the 7 segment reads 00 i want it to turn off the latching relay.

Advice on the estimated cost would be greatly appreciated.
