App to upload a CSV file to Campaign Monitor on a daily basis.

We require a simply App building to carry out the following process:

1) Download a CSV file from a URL
2) Upload the CSV file to Campaign Monitor using their API to update all existing records and add any new records.

The app should run on an amazon EC2 free tier instance running whichever OS you feel best suited to the task. This instance would be set up specifically and solely for this task.

The download URL, campaign monitor credentials and other parameters should be stored in a config file for easy update.

The CSV file will contain circa 50,000 rows of data, and circa 10 columns/fields.

The app will initially be required to complete the download / upload on a daily basis at a set time.

If the app is built to run on Windows, then this can be triggered using Task Scheduler.

The writer has no knowledge or understanding of non-windows OSs, but has no objection in principle to this being set up in a non windows environment..
