A special scrolling effect for ONE section in my webpage.

General information for the website: just need one section to have the scrolling effect
Description of every page/module: I need to implement a special scrolling effect to ONE of the sections on my page.
I have attached the zip file of the web page. If you open the html - under section What's New : this is the section that I want the scroll effect to be implemented. Instead of going to the next section, the interaction that I want for this section is that when the user scrolls down, it will scroll to each tab before going to the last section of the page.

An example of how I want the interaction is like on this page - https://www.fitbit.com/sg/zip
There's section on the link above titled - 'Get a kick out of fitness' - this has the kind of interaction that I want for my What's New section.
