A software package created from existing coding.

I need two separate pieces of software integrated. One piece takes the audio feed from a computers sound card and creates a second audio stream with it, The second piece takes this audio feed and buffers it for a variable amount of time. When the two operate in tandem the audio output of any computer can be delayed for any amount of time up to around a minute.
The two are then put together into one saleable downloadable protected package.
The purpose of this software is to sync in radio broadcasts with outside television feeds.
