A Hello World Visual Studio C# project using Google Or-Tools

The Google Or-Tools are on developer.google.com, search for "Google Or-Tools"
They can also be installed using nuget on the project inside Visual Studio.

I need this in Visual Studio 2019 running on Windows 10.

I've tried this and I have a problem with dlls being referenced. I expect someone with more Windows knowledge and experience will be able solve this easily.
