Requirements are a Windows Alert that sits in the Windows System Tray. Notifications will come off a web site that is monitoring sale items (i.e. eBay) and the alert then shows up on the desktop. The display would be like gmail or Skype as messages come in and the alert pops up in system tray for a moment and then goes away.
The requirements will be more fully flushed out with the chosen developer.
