Web Service Windows Phone 8/ASPX VB.Net

We need code written to consume a Web Service hosted on ASPX which can consume the WS for the following functionsL
Upload text data to SQL
Store images in SQL
Fetch data from SQL
The WS is already working well but we need the interface created for WP8/.
What we require is a working example that we can adapt as necessary.

Global pre-requisites
All code MUST be written in vb.net

Windows Phone 8 Client
The client will consume a Web Service to complete the following:
Insert data into a SQL Table (both text and images)
Read data returned as a dataset by the Web Service (text only)
The client must return an error message if no connectivity to the Web Service is available.


Web Service
This will be hosted in IIS7 in an ASPX environment.
There is no requirement for any authentication.

The Web Service will perform the following:
Receive data from the client and store into a SQL Table, both text and images.
Return data as a dataset loaded from a SQL Table to the client.

For the purposes of design the following simple SQL Schema can be used:

Columns:
ID (Int, Allow Nulls=No, Is Identity=True, Incremental)
Image (Image)
Text (nvarchar(max))

There are no special requirements for SQL and there is no need to submit a Schema as part of the work.
