Voice recognition App

It's a simple App, but a complex concept. I need someone who can design an App with the ability to recognise a word or a sentence. This will be used to check students pronunciation of a foreign language, so they will hear a word and repeat it, then the App must be able to tell them if their pronunciation is correct or not.

I would also need some consultancy in regards to making this App available for the different smartphone online stores.
