Soundcloud and Reverbnation marketing software development

Hi.

I'm doing some marketing things for a record label.

I'm looking for a preliminary consultation on constructing an app for Soundcloud and Reverbnation that'll have these TRAFFIC functions:

Login and save accounts

Send hits to Soundcloud artist pages and specific songs

Able to load an (updated) proxy list from the web - there are sites that offer this service free

Also I'd like something that works in the same way that any of the Twitter follower apps works (such as Tweet Adder), with these FOLLOWING functions:

Follow, follow back, unfollow

targeted follows of user criteria (keyword, location, lists, by a profile they are following, by followers of a user etc)

Auto private messaging, reply, commenting and thank you/connect messages
