Smartphone mapping application with push notification to two smart watches

Trying to achieve the following:
- This is just a proof of concept for University project to prove driver reaction times are quicker using vibration pulses
- Need an application that will send pulses to the smart watches to instruct the driver to brake and accelerate based on GPS and speed of car

What i need from the freelancer:
- Mobile phone application with push notifications to two smart watches
- Application needs to record and continuously track the speed of the car
- Push notifications need to be send based on GPS location and speed of the car
- Visible markers on the app are needed
- Notifications need to be activated as the car reaches the set marker, the timing for this would be calculated based on vehicle speed and distance from the marker ahead
- Application needs user profiles and individual data records for each driver
- Needs to record distance to the marker ahead
- Data recorded need to be time stamped to the millisecond

Application does not need to be complex, this is for testing purposes only. I have very basic UI design. Looking for someone to start work on this today. If project can be delivered by Tuesday 17th April 2018 anytime of day then price is negotiable.
