Simple Betting Exchange Software

Hello, I require a software developer who can make a simple personal application for betting exchanges (betdaq/betmate & betfair). The software I require has one basic function;

'to enable the user to set a maximum stake that can not be over-ridden during a set time period'.

At the current time betting exchanges do not offer this functionality because it promotes safe gambling (which is not in the best interests of their profit levels). The software needs to:

1. Have a basic log-in and interface where the user can set a maximum stake level permitted on a single selection (for example £10-£1000). Multiple selections per event are allowed, but with each having a maximum stake level (for example, you could place 2 x £10 per event but not 1 x £20 if the max stake level was set to £10). It should not be possible to place multiple stakes on the same selection using the maximum stake, however it should be possible to place a 'back' and 'lay' bet on the same selection. Betting exchange accounts have a 'username' and 'password' to log-in (for example, betdaq.co.uk username 'fred' password 'blogs'.
2. Set a time period for the staking instruction value to apply (e.g. 1-100 days)
3. Ensure that once set to 'apply' the instructions can not be over-ridden within the set time period, without removing the software.
4. When the user logs-in to the betting exchange account(s) the max bet is set
5. Must work with betdaq betting exchange (ideally betfair too)
6. Software should require username and password to remove software from the PC

I am not an experts in software development, but I am hoping the technicalities of creating software that integrates with betting exchanges in this manner is possible without extensive programming. Feel free to contact me with a spec quote.
