Ruby on Rails development - linking events to calendars

We need someone to explore the feasibility, then propose (and potentially prototype) an implementation and estimate solution to send details of a task generated by our platform (pam) to a user's external system, specifically Lotus Notes (VCalendar), Microsoft Outlook (TNEF) and potentially other systems/formats in future (e.g. Google Tasks).

Our core technology is Ruby on Rails but would consider using Java for this work.
